The CARE Program is offered by all four IOUs and provides a monthly discount on energy bills for income-qualified households and housing facilities of up to 20%. CARE is available for household at 200 percent or less of federal poverty guidelines, or about $32,040 for a family of 2. To enroll in the program, customers must self-certify that they meet the income and household eligibility requirements on a CARE program application. Compliance filings indicate that in 2016, Pacific Gas and Electric total CARE budget was $621M and a total of 1,423,324 households participating in CARE. Fresno reported 307,998 total households, 136,482 eligible households, with 151,789 participating CARE households. As shown in Table 31, Fresno accounts for 10.7% of all Pacific Gas and Electric participating CARE accounts, and Table 32 indicates that demographic eligibility rate estimates for Fresno are 44%, significantly higher than the Pacific Gas and Electric overall eligibility rate of 36%, and that the program serves over 100% of eligible households.
